Two servers is an absurd amount of infrastructure to have to maintain for the sake of a file share witness when we have cloud witness support right there in the underlying clustering service that it’s leveraging already.

Enhancements like this are the sort of thing I fear will not happen as Microsoft’s preference these days is to simply push you into Exchange Online. Hopefully they will prove me wrong!

It is perfectly legal to have an Active Directory site without a Domain Controller. So I see no reason why a Domain Controller is necessary in this scenario.
